1. Pest Control — Rat Activity
- Sean reported rat activity at the complex.
- Council agreed to contact the pest contractor to request additional bait stations around the complex.

2. Gardens / Gardening Contractor
- Ongoing issues with the gardening contractor discussed.
- Sean advised the gardening standard is "good but not great," with improvement noted around hedging.

3. Rear Vehicle Gate
- Receiver is not working correctly; remotes need to be operated multiple times before the gate opens.
- In some instances the gates do not open at all, resulting in residents vandalising the gates to force them open.
- Council also discussed potential improvements:
- Installing an induction loop for vehicle detection.
- Configuring the existing pedestrian fobs to also activate the vehicle gates as a backup when remotes fail.

4. Charles Street Footpath Safety — Scooters and Bikes
- Concerns raised about scooters and bikes travelling along the Charles Street footpath at speed.
- Risk of collision with pedestrians and with vehicles entering/exiting Charles Street.
- Discussed potential mitigations including paving paint to warn of a crossing and/or installing a chicane.
- Noted that any signage or markings on the public footpath would likely require City of Vincent approval, as the footpath is Council-controlled land governed by the City's Signs and Advertising policy.

5. Legal Support for Council Member — VRO Matter
- Council discussed the ongoing restraining order matter involving a council member and the owner of Unit 2.
- The U02 owner is challenging the VRO, and the council member requires legal advice to respond.
- Council noted that the matter arose directly from the council member's role on council, and that the strata company should provide an appropriate level of support.
- Council emphasised that this issue is important in principle: a situation of this nature could arise for any council member in the course of carrying out their duties, and it is important that council members are appropriately protected and supported by the strata company when matters arise as a direct result of their role.
- Initial enquiries indicate approximately $6,000 for a law firm to review the matter and provide advice.
- Council also agreed that the strata insurance policy should be reviewed to determine whether legal support or office bearers' liability cover is available for matters of this nature.
Actions:
- Secretary to circulate the proposed resolution to all council members for electronic vote within the next seven days.
- Investigate the strata insurance policy for legal support / office bearers' liability cover and report back.
