1. Gardening Contractor: External Works
The council discussed the current state of the gardens and grounds. Performance has improved somewhat but remains a work in progress. The council intends to continue with the current contractor.
It was agreed to pay half the amount for the 5x outstanding invoices that we have held and full payment for the final invoice. The Secretary is to send an email to the contractor confirming this arrangement. This was agreed unanimously.
It was also noted that the hedge must not encroach into the car park area.
2. Tree Pruning — Charles Street
Tree pruning along Charles Street is to be arranged using a different contractor to the regular garden maintenance provider.
3. Balcony Screening
The council is working on a draft balcony screening policy.
It was discussed and agreed that the screening should not be clear (eg cafe blinds) as these deteriorate and look poor. It was suggested that we use a mesh similar to shade sail with a darker colour as to contrast with the building colours and look similar to the windows and doors from a distance.
Further updates to be presented and discussed at future meetings.
4. Security / Surveillance
These works involve upgrading the existing cameras and adding new cameras in problem areas (front building ground level, car parks and pool area). No movement on this item at present. To be carried forward.
5. EV Charging
Underground conduits need to be installed around the buildings to carry the electrical cables to the 2x reserved bays inside the gates. Council is currently looking for contractors to complete the underground services. Note that we also need to upgrade the power to the pool area as this is problematic.
It was noted that remotes would need access to all gates so that all lot owners can access the charging infrastructure.
6. Remotes
Multiple people have reported issues with the gate controllers. The council will contact the gate company to better understand options available to permanently resolve this issue.
7. Handrail
The need to have a handrail installed on the larger set of stairs from the front car park to the front building was discussed. Benita to obtain a contact for handrail installation.
8. Stairwell Painting
The stairwells and stairs on the front building have been coated with anti-slip paint. This work is now complete.
The council will evaluate the condition of the other stairwells and steps across the complex and paint if needed. It is likely the stairs at Unit 11 (rear pedestrian gate) will need doing as these are high traffic.
The council noted this maintenance should be done every two years going forward, due to the foot traffic and damage caused by removals and people carting bikes and scooters up and down the stairs.
9. VRO Update — Unit 02
Saxon provided the council with an update on the situation involving the occupant of Unit 02. Following a pattern of intimidating and threatening behaviour directed at him and his family due to his position on council, an interim Violence Restraining Order (VRO) was applied for and granted by the Magistrates Court on 8 April 2026 (reference MC/CIV/PER/RO/2529/2026). The interim VRO is valid for one year and has since been served on the respondent.
It was noted that Saxon received this abuse while acting in his official capacity as a council member, carrying out duties on behalf of the strata company.
Saxon noted that to date he has not had any legal support in pursuing the VRO, however if the order is challenged he would require legal representation when attending court. Saxon requested that the strata company support this financially.
The council agreed in principle to provide financial support. Saxon will inform the council if the VRO is contested and discuss the funds needed to support the hearing in court.
10. Tree Trimming Request — 8 & 11/24 Sheridan Lane, West Perth
The property manager for Units 8 and 11 at 24 Sheridan Lane (Orana Property) has reported that trees on The Mews common property are overhanging the boundary fence and causing damage to windows at both properties. The tenant at Unit 8 has threatened to vacate if not addressed.
While the adjoining owner has a right of self-help to trim encroaching branches at their own expense, the strata company has a general duty of care to maintain common property trees. If the overhanging growth is genuinely causing damage and no action is taken, there is some exposure to a negligence claim.
The council will discuss this matter further after this meeting.
