Main Roads WA is currently working with the Department of Transport to improve the reliability of bus services throughout Northbridge.

This project will deliver a new bus bridge terminating into Charles Street and will result in significant changes to the roadway outside the complex.

At this stage the Charles Street will be 6 lanes at the Carr Street intersection and reduces to 5 lanes at Vincent Street.

We have been in touch with York Civil, as the contact point nominated by Main Roads and requested that a garden/grass area been made between the footpath and the road for the entire width of the property.

Our building fronts Charles Street between Carr Street and Janet Street in the section where there will be 6 lanes and no median strip (under the current plan.)

If the current plan goes ahead the bus stop outside 147-157 Charles Street will be removed and the curb moved out by a meter or so, our expectation is that approx half of the street verge would be reserved for vegetation as is the case in the section in front of the complex immediately north of the current bus stop.

As discussed,

I am concerned about the removal of the median strip from both an aesthetic and safety point of view.

- From an aesthetic point of view this will mean 6 lanes of continuous asphalt on Charles St, reducing down to 5 lanes further north closer to Vincent St. This is an very large amount of uninterrupted roadway with nothing to break up the view. As discussed, is there is no way to take even 300mm from each side of the street to allow a 600mm median strip?

- From a safety perspective, the buses will be running in opposite directions with nothing separating them, at a collision speed of up to 120km/h. One of these lanes is merging out into the shared traffic lanes, so if someone pushes in or hits the bus as the lane is ending and this results in even a small amount of movement into the other bus lane this could easily lead to a high speed collision between two buses.

Subject: Charles Street Bus Bridge and Busway Project - update on Charles Street works

Dear SCRG members,

This email provides an update on the commencement of work on Charles Street as part of the Charles Street Bus Bridge and Busway Project.

York’s presentation at the recent SCRG meeting included an explanation of the staging of work on Charles Street, which was to involve removing the median strip as the first major activity. This plan has now changed due to issues with installation of new lighting. Road work will now start on the western side of Charles Street and progress in segments, to minimise disturbance to local residents and businesses.

A summary of work over the coming weeks and months is provided below:

• Work will soon occur at the Newcastle Street and Charles Street intersection to allow for new lane configurations and changes to some of the traffic islands.
• From there work will progress north along Charles Street in segments.
• Work on Charles Street will start with the western kerbside between Newcastle Street and Carr Street.
• It will then move north of Carr Street to the project’s end near Janet Street.
• New lighting will be installed along the eastern side of Charles Street.
• The median strip will be removed and resurfaced.
• The road surfaces will be replaced at intersections.

Some permanent traffic changes will occur during construction with the removal of right turns into Carr Street from Charles Street, while travelling in either direction. Other permanent changes include the approved removal of some vegetation and the relocation of the Ivy Street bus stop to a location approximately 120 m north.

Other local impacts will be temporary and short-term, such as side road closures from Charles Street, and footpath closures to maintain public safety. Alternative access points and paths will be provided.

An action item from the SCRG meeting was to provide a visual reference of the trees on the western kerb that would be removed as part of the project. Attached to this email is an aerial photograph of the streetscape and ground level photographs of the four trees to be affected. Please note, these trees will be removed in addition to all trees in the median strip. There will also be some established hedge removed from Ivy Park. This will be reinstated with landscaping at the end of the project.

The project team will be issuing a detailed general notification for the local area and notifying residents directly impacted by the construction program. A broad notification will be issued in the area shortly.

Hi Dirk,

Here is some information on the installation of green verge I was enquiring about yesterday.

As discussed we know that:
- The median strip and all trees from it will be completely removed in the section of Charles St outside our apartment complex (147-159) and what will remain is 6 uninterrupted lanes of traffic.
- The bus stop from outside 147-159 Charles Street will be removed and replaced with a new bus stop north of Violet St.
- I am also informed by Charlie that there is a desire to install plants/green areas where possible.

Given the above, our expectation is that the verge area we will gain when the bus stop is removed and the curb pushed out towards the street will be converted to a green area and will extend all the way up to Ivy St.

Currently there is a 10m long section of verge with grass, shrubs and eucalyptus trees that runs north from the bus stop to the driveway. Given the bus stop is being removed and the curb will be pushed out to the street there will be more than sufficient space to retain the footpath width and also a green area of verge.

We (147-159 Charles St) are happy to take on the responsibility of irrigation and maintenance of this new section of verge in the same way that we currently irrigate and maintain the current verge, however we would be most grateful if the project installed the irrigation for us (and connected it to our existing irrigation system.)

Hi Charlie,

Just some feedback from the minutes:

1. The diagrams still show a bus stop pull in area south of Janet St however my understanding is that the bus stop has now been moved to north of Janet St as the height difference was too great south of Janet St.

2. In the diagram at the bottom of page 11 showing the section from Ivy St to Janet Street there are comments on the diagram pointing to the existing bus stop area that state:

"Existing footpath to be retained with soft landscaping between new top of kerb and existing edge of path"

The current footpath in that section is around 2500mm wide which is much wider than the footpath north and south of this area due to the bus stop, and also much wider than the "At least 1.5m we are aiming for 2m" as stated by the CoV (from Dirks email.)

Can we please make sure the footpath is cut back to the same width as the footpaths around this area and/or in line with the statement from the CoV

Hi Dirk/Charlie,

First up hope you guys are having a break over xmas

Looks like they guys have started to cut back the footpath where the old bus stop was however instead of cutting through and making it even with the existing footpath sections north and south of this area they have made it an additional 100-150mm from the boundary. I think the reason for this may be that there is a Telstra pit 10m from the south end of this area that has its roadside edge around 1950mm from the boundary.

So with the above in mind can we at lease cut a diagonal from the old footpath into the new section over a 2-5m distance so there isn't a 100mm square edge at each end?

Just some feedback: Assuming that the existing footpath is staying and we aren't pouring a new one, I'm not that impressed with the cutting as it really isn't that straight.

Charles Street Work Update
The Charles Street Bus Bridge and Busway Project is being delivered by Main Roads on
behalf of the Public Transport Authority (PTA).
The project will provide a long-term solution to improve bus transport into the city and ease
traffic congestion.

Night-works
From 11 to 13 January, Charles Street between Newcastle Street and Janet Street will be resurfaced. This work will be carried out at night and during the day and requires temporary closures of Prospect Place and Ivy Street at Charles Street.

Night work hours will be between midnight and 7am. Work during the day will be between 7am and 7pm.

We will be using road building machinery to realign traffic lanes and to lay the new road surface (asphalt). We will endeavour to minimise noise and vibration as much as possible and will be working within the limits of the project’s noise and vibration management plan.

Residents may experience some noise related to machinery moving around on-site and the removal of the existing road surface.

Should you have any concerns regarding the noise levels during the works, please call our Project Engineer (Christian Joder 0417 515 264).

Prospect Place and Ivy Street
For Prospect Place: please use the alternative access outlined on the map overleaf during the closure, which will be in place from 12 midnight Wednesday 11 January until 12 noon Thursday 12 January.
For Ivy Street: please use the alternative access outlined on the map overleaf. Access through this private route will be for approximately two hours during the day on Thursday 12 January and from midnight until approximately midday on Friday 13 January. The access will be supervised by an accredited traffic controller.

Night work and temporary Carr Street closure
20 to 25 February 2017

Night works

Night work is required over six nights, from 20 to 25 February. The works planned include:

• 20-24 February – boring under the road surface at Newcastle Street/Charles Street intersection for signals’ upgrade.
• 20 & 21 February – barrier fencing demolition along the Charles Street exit from Mitchell Freeway. Residents may hear machinery including a concrete saw and excavator.
• 22 February – new asphalt on Charles Street southbound lanes, between Newcastle Street and Carr Street.
• 23 February – new asphalt on Charles Street northbound lanes between Carr Street and Janet Street.
• 24 & 25 February – new asphalt at Carr Street/Charles Street intersection (all lanes).

Night work hours will be from 8pm to 7am.

*Residents may experience noise, particularly between 22-25 February, when heavy machinery is used to cut, grind and remove the old road surface.

We will endeavour to minimise noise and vibration as much as possible and will be working within the limits of the project’s noise and vibration management plan.

Traffic impacts
Newcastle Street intersection: reduced to one lane in all directions 20 & 21 February.
Carr Street: will be closed 24 & 25 February at the intersection with Charles Street and between Florence Street and Fitzgerald Street. Please use detours on the map overleaf, which diverts traffic to Bulwer and Vincent Streets.
Access to properties on Carr Street will be maintained at all times.
Charles Street: Traffic exiting the Mitchell Freeway will be encouraged to use Newcastle and Fitzgerald Streets.

Lots of patching of concrete due to bus stop/shelter works and relocation have resulted in many small sections of concrete, some which are in bad condition
The bus shelter foundations were removed and holes (very roughly) filled with concrete, these could probably be ground down to make the surface even rather than relaying concrete.
